A crisis is basically a time of intense difficulty, trouble, or danger which can be triggered by a wide range of situations including, but not limited to, extreme weather conditions, a sudden change in employment/financial state, medical emergencies, long-term illness, natural disasters, and social or familial turmoil, which is basically a set of interactions between the gov. and two or more states, all of which lead to severe conflict, which can be short of war, but involving the perception of a dangerously high probability of war.
