In the previous movie Katniss, and her allies in the games were sepereated. Katniss and Peeta had a plan to run so they would not die, but they also got seperated. In this movie Katniss was told that the government destroyed district 12 and that they were on their way to the, thought to be destroyed, district 13. The game maker was working on the inside of the government to save the tributes including Katniss. During the movie they try to find a way to save Peeta, Johannah and Anne from the government. All the other districts start to rebel against the government as well.
