First off, washers are a spacer that splits robot parts from each other like a motar and a wheel. This allows the wheel to turn without being too tight
When you use a rod to spin a wheel, sometimes you see the problem of the wheel popping out of place or too tight to spin. This means you need to add a washer or a stopper(which acts like a washer). You usually take out the wheel to put the certain amount of washers depending on the robots length from motar and wheel. If you add too many washers or just a big one, it stops it from spinning, or if it's too small, it has no affect on the robot.
